Is this the source of the bureaucratic mind?

When someone says: "...from each according to his ability...TO PRODUCE, to each according to his need...TO CONSUME" do you think that person plans on being a producer or a consumer?

Or a bureaucrat handing out coupons to the "needy"?

And IF this last is a clue, why on god's green earth would any one WANT to do this?
